ederation of Textile Industries (AFTEX)’s Source ASEAN Full Service Alliance (SAFSA) program, which was designed in close collaboration with the USAID’s VALUE Project.
The support is expected to come in the form of special “express lane” customs clearances for textile and garment trade between ASEAN countries.
AFTEX’s request for a $3 million SAFSA fund to be paid out over three years is being discussed at the national level.
On August 13, 2009 AFTEX Chief Delegates participated in a Private Sector Dialogue with the ASEAN Economic Ministers in conjunction with the Opening Ceremony of the Bangkok International Fashion Fair, billed in 2009 as “ASEAN Fashion Plus”.
AFTEX Chairman Mr Van Sou Ieng requested financial assistance and support for express customs clearance from the ASEAN Economic Ministers in order to enhance the integration of the ASEAN textile and apparel industry.
ASEAN businessmen are very motivated in strengthening the competitiveness of the garment and textiles industries.
H.E. Ms. Porntiva Nakasai, Commerce Minister, Thailand
Today competing regions benefit from special trade agreements, proximity to markets, favourable policies, export credit funds, and other special privileges.
SAFSA is AFTEX’s solution to greater regional integration and competitiveness.
It is a three-year program designed to enhance, advance, and promote the ASEAN region as a full service supplier of quality textiles and apparel.
SAFSA is based on the premise that greater integration of ASEAN’s textile and apparel industry will lead to faster lead times, better quality, and more competitive prices, thus making ASEAN a preferred region for sourcing quality textiles and apparel.
SAFSA starts with the founding principle of successful marketing: meeting the customer’s needs.
In the textile and apparel sector, the customer seeks a full range of services: fabric sourcing, merchandizing, pattern-making, logistics, and most importantly, speed to market.
The SAFSA program aims to provide those services by partnering regional textile firms and garment factories as virtual vertical factories.
Singapore Minister of Trade and Industry, H.E. Lim Hng Kiang, stated that in addition to enhancing ASEAN’s textile and apparel competitiveness, SAFSA would become a pilot project for the regional integration of other industries.
